El 11 de marzo de 2020, la Organización Mundial de la Salud (OMS)
declaró que un brote de COVID-19 había alcanzado niveles de pandemia
mundial. En varios países, el brote puso de manifiesto las deficiencias
en los sistemas de protección de salud pública y bienestar social, lo
que dificultó la protección de las poblaciones de riesgo y la reducción
de la transmisión de la enfermedad. A la hora de responder a este tipo
de crisis, los gobiernos deberían dar prioridad al derecho a la salud
para todos, así como a los derechos humanos. Esto significa priorizar la
ciencia sobre la política, atender a los que corren más riesgo, evitar
la censura y limitar los confinamientos. Los gobiernos también deben
abordar las inquietudes especiales de las personas en las prisiones,
cárceles y centros de detención de migrantes, las personas mayores y las
personas con discapacidad en instituciones.

On March 11, 2020, the World Health Organization (WHO) declared that an outbreak of COVID-19 had reached global pandemic levels. In a number of countries, the outbreak exposed shortcomings in public health and social welfare protection systems, making it harder to protect at-risk populations and reduce disease transmission. In responding to this crisis, governments should prioritize the right to health for all, as well as human rights. This means prioritizing science over politics, caring for those most at risk, avoiding censorship, and limiting lockdowns. Governments should also address the special concerns of people in prisons, jails, and migrant detention centers, older people, and people with disabilities in institutions
